I didn't quite understand this statement:

Does this mean he is deceased but someone else is still making these accordions?

Yes, his members of the family continue accordion manufacturing now.

I didn't understand the English text on the page either but from a Finnish accordion bulletin board I read that Mr. Matti Luukinen, a wellknown accordion builder, has passed away but his family continues his work. They manufacture everything from bellows to hand made reeds.
